Can I make a verbal offer on a property?
It is not customary to make verbal offers. They would not be legally binding but there is nothing to prevent you from making an offer verbally.  There are so many terms that constitute an offer apart from price so that it would be very cumbersome to convey them verbally. What happens in practice is that the first offer is put in writing. That way one gives the seller the chance to just sign the offer and create a legally binding document. The seller might reject the offer, which can be done verbally or in writing.

In any case without the sellers signature there is no contract so in theory the seller would not even have to respond to an offer. In practice it is polite and good business practice to convince the seller to at least counter back at full price. After all he wants to sell his house and I am there to get it sold.
