It could. Newer homes sometimes come with a air tight membrane installed as part of the foundation work. This is what will divert Radon away from enetering the home. Older homes might have crawl spaces that sit on exposed soil and do not hinder Radon from entering. There is no direct test by age of a home to determine its Radon level though.
