When should I submit a loan application to the bank?

As early as possible. That will enable you to get pre-approved. Then you know where you stand financially. One less thing to worry about and it puts you in a stronger position versus other offers that have to still include financing contingencies. Do not only consider one bank for your loan, have at least two independent financial institutions compete for your business. Always make it clear that you are working with other lenders as well. there is always some margin that every lender can substitute your interest rate with. make them earn your business and help yourself negotiate the best deal.
